With reference to Your Lordship's Con-
-fidential Despatch of the 14th November, 1919, concerning the delay in the return to duty in this Colony of Mr. T. Dallin, Assistant Auditor, I have the honour to forward for your consideration a copy of two letters received from Mr. Dallin in explanation of his action.

Though I consider the explanation some- -what unsatisfactory, it appears to me to be more a case of stupidity than of deliberate insubordination and I would recommend therefore that the incident be regarded as closed.
